Based on cops, a 30-year-old suspect was taken into custody on the scene. Police say the incident is just not an act of terrorism.
Individuals had been within the streets celebrating Lapu Lapu Day, which honors the Filipino tradition and Lapu-Lapu, a nationwide hero of the Philippines.
Movies posted on social media from the scene present the horrific aftermath as emergency responders rush to provide assist to the injured victims.
